The Locust Grove City Council is requesting non-cost technical proposals from qualified consultants to design the intersection improvement of Peeksville Road at Leguin Mill Road (and Jubilee Boulevard). This project is to be funded partially by City’s SPLOST VI Program along with Henry County SPLOST VI. The Consultant shall furnish all labor, materials, equipment, and services required to fulfill the terms and conditions of this bid. Submittals will only be considered by those firms and subcontractors currently pre-qualified with the Georgia Department of Transportation.

  1. SCOPE OF WORK

    This project involves the collection of survey data, roadway design, right-of-way, drainage design and all other work necessary to produce a complete final set of plans suitable for use by a contractor for the construction of the reconstruction of the intersection of Peeksville Rod at Leguin Mill Road / Jubilee Boulevard.

    It is preferred for a signalized intersection pending final intersection analysis due to Right-of-Way and utilities. The City has a pending sewer main project scheduled in this intersection.

  2. PROJECTS LIMITS AND OVERVIEW

    Peeksville Road and Leguin Mill Road is a growing intersection in terms of traffic volume. There is also an intersection with Jubilee Boulevard that needs to be considered. Consultant shall gather all necessary information to perform conceptual design, preliminary plan, and final plan documents necessary for carrying out the final construction of the project.

  3. GENERAL SCOPE OF SERVICES
    1. All Engineering Consultants are advised that the intent of preparing plans for widening and paving is to provide information for construction and right-of-way acquisition. Engineering Consultant shall be pre-qualified by the Georgia Department of Transportation. The following requirements should be considered during proposal preparation:
      1. Plans for the Peeksville Road at Leguin Mill Road / Jubilee Boulevard will be under one cover.
      2. Consultant shall follow the GDOT Plan Development Process (PDP) for the design. All deliverables shall be in accordance with the PDP, Electronic Data Guidelines (EDG), GDOT Design Policy Manual, GDOT Drainage Manual, GDOT Bridge and Structures Design Manual, Plan Presentation Guide, Georgia Environmental Policy Act (GEPA) and the GDOT Environmental Procedures Manual.
      3. The work shall consist of database including mapping; hydraulic analysis for roadway structures; concept plans.
      4. Perform all work to obtain project limits, including but not limited to, US Army Corps of Engineers 404 and Federal Emergency Management Agency (FEMA) approvals. These efforts shall be coordinated with City of Locust Grove SPLOST Management.
      5. The consultant shall draft documents to secure all necessary permits including those required by the Georgia Department of Transportation and the U S Army Corps of Engineers. All environmental studies, documentation, investigations and any other efforts necessary to secure all necessary permits are part of the proposed work.
      6. The consultant shall prepare cost estimates for construction.

  • The City of Locust Grove has awarded this Bid in the amount of $823,560 for Tanger Boulevard Park, consisting of grading and construction of a 9-acre park with parking, dog park, playground area and walking track with appropriate fencing, sidewalks and other improvements.Winning Bidder is Magnum Construction. Plans and construction administration is with Falcon Design Consultants.

Completed Projects

SPLOST III (Legacy Projects)

  • Purchase of Property for Public Use. Purchase of property adjacent to City Hall for permanent parking as well as purchase of the cemetery site for perpetual maintenance. $1.125 million. UPDATE, this now where Claude Gray Park is located at 99 Frances Ward Drive.

  • RoofCourtCommRmsmRenovation of City Hall. Repair and replace roof, soffits, and eaves. Paint all exterior trim and fire escapes, installation of new awnings on lower level side entrances. Cost of approximately $85,000. Completed in November 2009. Latest renovation is a pitched roof over the former lunchroom addition in order to fix leaks over the old flat, membrane-type roof. Cost just over $20,000 and completed November 21, 2011. Picture to the RIGHT> UPDATE, courtroom renovation completed July 2012.

  • Relocation of Public Works. Completed at less than $700,000

  • Parks and Recreation: Trailhead. Completed 2011 at $251,000

  • Parks and Recreation: Locust Grove Station Softball Park. Joint venture with Henry County to complete softball complex begun by DRA Development in 2006. Install lighting, stands, concessions area and sod on the fields. Local Costs estimated at $254,000. Total Cost over $650,000. Completed 3 fields with additional field site set for more parking and other uses in 2016. First tournament play in March 2016.

  • Bill Gardner at I-75 Interchange Modification Report (IMR). Completed in 2012.

  • Connecting Trails/Multiuse Path Extension. Modification and extension of the multiuse pathways in Locust Grove Station to Tanger Outlet Center along Tanger Boulevard, with extension along LG-Griffin Road to Cleveland Street. Retrofit of original work completed in 2014.

  • Auxiliary lane on Bill Gardner Parkway between I-75 NB off ramp to Tanger Boulevard. Estimated cost of over $300,000 of which private developer will design and construct majority of lane. Joint effort with Henry County, City, and GaDOT. Completed Spring 2012 at cost of $197,000.

  • New Road connecting Highway 42 to Bill Gardner at Tanger Boulevard. This is a privately-funded road to facilitate the development of a new Walmart store and future commercial development. Estimated cost of over $3 million and completed by 2011. Construction underway as part of the Walmart #5709 construction. New roadway now complete and is called Market Place Boulevard. Walmart opened March 16, 2011.

SPLOST IV Projects (Legacy and ongoing)

  • Public Safety Building. With master plan design completed with SPLOST III money, work continues with SPLOST IV and is now 60% complete with a new 18,200 square foot Police and Courts facilty that is state of the art, with all new construction of holding cells, evidence storage, administrative offices, training facilities and a court room for over 125 in attendance. This $4,800,000 project is in addition to the relocation of Fire Station #2 by Henry County. Overall investment is nearly $7,500,000 by local City, County and SPLOST funds. Completed in March 2016 at a cost of $4,935,000, of which approximately $3,500,000 was SPLOST, $429,000 from Henry County for Fire Department relocation, and $1,380,000 General Fund reserves.

  • City Hall Renovations. This first project for SPLOST IV resulted in a rejuvenated Auditorium with new HVAC, new curtains, renovated stage and flooring. Also there were improvements to the entire building with new windows and doors for increased energy efficiency as well as improved safety and security. Overall costs were less than the $225,000 budget and completed on time, and there is now restoration of the roof and brick of the building for general upkeep.

  • Overhead Crossing Study. This next project will enlist a consultant to conduct analysis for a new overhead bridge crossing to link the city when trains block travel E-W. Estimated at $50,000, the RFP is to be let later in 2018. Bill Gardner Parkway/Transportation Improvements. These projects are to work on improvements along Bill Gardner Parkway between Tanger and along the I-75 ramps with possible turning lanes, channelization, and signal improvements where feasible. UPDATE - Part of $900,000 study by GDOT and the City for overhead/underpass crossing points and congestion improvement to the SR 42 Corridor between MLK, Jr. Blvd. and Colvin Drive.

  • Tanger Boulevard Improvements. This project was completed in early 2016 and involved the repaving of a 1.1-mile stretch from Bill Gardner Parkway to Indian Creek Road, including striping and utility / shoulder work. Combined with over $160,000 of GDOT LMIG improvement grant money. Total cost approximately $465,000.

  • Bill Gardner Improvements. This project is a culmination of SPLOST IV, SPLOST V and T-SPLOST for improvements to Bill Gardner between I-75 and Tanger Boulevard. Addition of additional NB lane for exit to I-75 NB from Westbound Bill Gardner. Also additional turning lane from WB Bill Gardner to SB I-75 along with raised median and signal work. Total estimate is $1.85 to $2 million. Bids letting soon.
